No. That's lately plain silly. TV tuner cards come with their own software. You can run it on Windows 98 if you want.

No. In fact, lots of the drivers for the USB and PCI TV tuners won't work with Media Center. If you hold Media Center, just use the TV application that come with the TV device.
There are also 3rd event TV viewing and recording software available if you don't similar to the software which came next to the TV device.

You definately do not stipulation Micro$oft Media Center... it is a marketing gimmick. 99% of Windows Media Center is identical to the average XP.
With the right drivers, and software it does not matter what operating system you are using next to the TV Tuner (windows 95, 98, Me, Linux, Apple.. etc.) It's all within the software and drivers that come with the card.
