Assume your pc's usb port and flash drive are functioning, you if truth be told doesnt need a strange flash drive. Just download a generic usb driver as stated below and install on your win98, then you can access your flash drive. Unlike xp which have build in usb driver, you want the driver to make entity work.

Most flash drives will work with win95-xp + They are also will work on usb 1.0 (reverse compatible).
Flash drives will work near windows 98. You simply enjoy to download and install the drivers for that specific flash drive from the manufacturer's site. Specifically I have made a Swiss army spear / usb combo work on windows 98.
yeah, I purely got a 1gb one from Memorex. Cost $20 at Walmart.
